Manoj was brought up in Delhi, and born in a traditional jat family. Manoj Shokeen comes from a Village Nilothi located in the outskirts of Delhi.

Pathetic conditions of rural Delhi and revolutionary ideas of Dr. Sahib Singh Verma inspired him to join politics. He is a keen follower of Dr. Sahib Singh Verma's with the the only aim of bringing development to the rural Delhi, working for the upliftment of farmers and the poor he joined mainstream politics rural delhi, which has always faced the indifferent atitude of successive Congress governments has never witnessed development other then the golden era of Dr. Verma as Chief Minister.
